Yes, always turn off NR if you cannot wait for the camera to process the image. With Long Exp NR on the camera basically takes a dark frame after the regular frame, then applies it to the final image. This processing can take as long as the regular frame shutter setting, so you'd have to wait at least as long as the set shutter speed. Best to just have it turned off when using the interval timer or night shots (such as fireworks) when you want to take another image quickly.
