Tripods can have two of three attributes: tall - light - low cost

Manfrotto 055 series in aluminum. It isn't compact, it isn't light, but it is tall, and can manage a 400 mm lens.

Remember, you also have to buy a head for it, with a quick-release system.

And, for your 100-400 mm lens, you will want the quick release plate mounted to the lens foot, so that's an extra expense (a plate for the lens foot, and a separate plate for the camera, for use with the shorter lens).

You won't be able to buy everything new for your budget, but with a little luck, you might be able to pick up good copies on the used market. There are a zillion aluminum Manfrotto 055s out there - that's the number one full size tripod bought by first time tripod users. Many people trade up to carbon fiber, if they are trekking or otherwise needing lighter weight, thus there are a lot of copies of well-cared-for aluminum Manfrottos for sale.
