iPhone 11 - no difference between HEIC and JPEG image

I don't have any Apple products but was asked by a friend who has an iPhone 11 why his HEIC files were always opened as 8 bits.  The HEIC does allow for 16 bit but I don't know if there are any settings in the camera app or OS that determine bit depth.

Anyway he sent me two original files from his phone, one HEIC and on JPEG - exactly the same scene so I assume the phone produces both at the same time.

I opened the HEIC in Photoshop which showed it to be an 8 bit image file.  Looking at the EXIF data also confirmed this.

First question then is why is HEIC not 16 bit?

I could see no on screen difference in appearance between the HEIC and JPEG image in Photoshop.  So, I overlayed the JPEG onto a layer above the HEIC layer and set Blending Mode to Difference.  There was absolutely no difference - a completely black image

Second question then - why is the HEIC the same as the JPEG?
