Basically, yes - but the spring return never really bothered me using my GH5 and a standard lens. There's no worries if you tilt it up and then tighten the lock to keep if from moving - I actually keep mine stored with the head in the fully tilted up position with the lock tightened up so that the pan bar tucked down against the tripod legs to keep it out of the way - that's never been an issue for me.
