One of the key segments of photography is subject matter.  What subject matter would be interesting for you?  Would it be beautiful scenes, buildings, automobiles, birds, insects, people, or sports etc.?  From my perspective, I would would suggest purchasing a camera and lens that would fit within budget that would help you find those things of interest.

I'm not familiar enough about Magic Lantern to give you answers about that.  But I would expect that a search on YouTube or other areas on the internet should be able to give you the answers you need.  If buying a relatively inexpensive camera and lens helps you develop an interest in photography, I would expect that you would want to buy an upgraded system later (so don't worry about not having the latest and greatest).  But you need to have that interest first.  Otherwise, buying something you don't enjoy will just go to some place like in the closet or back into the box.
