The sensor is larger and this might be where the improvements start.  The optics are larger (which makes sense from an optical physics perspective).  The optics are now a little faster at f/1.5, there's a 77mm optical zoom (3x) and they installed an Ultra Wide plus Super Macro feature on the new iPhone 13 Pro.  The comparisons between the 12 Pro and 13 Pro when used for astrophotography show a marked improvement.  For daylight shots they appear very similar.  But the new LARGER sensor on the iPhone 13 Pro models allows up to 47% more light compared to the iPhone 12 according to three online sources, including this one (source ).

But you've see the other thread with the comparisons between the iPhone 13 Pro Vs EOS R6 and the sample images I posted over here: https://www.dpreview.com/forums/post/65567084 - and that R6 Vs iPhone 13 Pro video was a bit sobering to watch.  The smartphones generally suffer from internal reflections and flares and they can struggle with super-bright light sources on occasion.  I've been watching smartphone camera development fairly closely over the last 10 years or so now and sadly, some of the more innovative companies went out of business as a result of the R&D costs.  But the universal opinion online is that "the iPhone 13 Pro has the best camera array available in the world today for a commercial smartphone".  That's a pretty bold statement that I'm yet to see if it can live up to.  I just want something that fits in my pocket and offers reasonable snapshot capability.
