It's not a theory, it's a fact. The default location for scratch is

C:\Users\USER NAME\AppData\Local\Temp

but it can be placed on the fastest available disk. Adobe's documentation covers all this.

And sure, the speed of the scratch disk will absolutely affect the degree of unpleasantness but it won't eliminate it. And there's really no need to experience it at all, because... RAM.
