I have several STK NB-2LHs to got several years ago for when I want to experiment with my S45. I have several OEM Canon chargers (that have 4 contacts) and a third-party charger (that only has two contacts.) The OEM chargers date from the early 2000s. The third party charger is only a few years old. It is a Wasabi charger I got from Amazon bundled with two Wasabi NB-2LHs.
My experience with third party Canonish betteries over the years is that they often work well, but sometimes they fail. I've gotten into the habit of buying new ones every few years so I always have a fresh batch if any of the older ones start acting balky.
I try to stick to STK or Wasabi for third party batteries. Both have been around for years and have a reputation to maintain.
None of this answers your question exactly, other than maybe hinting that you try a new set of batteries/charger. They don't cost that much.
I haven't done any comparisons with surge protectors. I usually plug my chargers into an old Radio Shack outlet strip that doesn't have any surge protectors. Or straight into the wall.
