What qualifies as editorial use?

If I produce a video show that interviews people like politicians, local business people, can that be considered an editorial program?

In other words, can I use stock photos tagged as "editorial use only" in my program?

For example, a guest may talk about how he used to work for the mayor. If I have a legally obtained photo of the mayor, but without model release, can I insert that photo as illustration?

There are commercial breaks and product placement ads in the program. Does that matter?

The most mentioned editorial programs are news program. I found nothing about whether talk shows are editorial or not. Stock photo web sites say editorial use photos cannot be used to make money or to sell products. But TV news or newspaper have commercials so they are making money. This confuses me.

If there's a better forum to ask this type of questions let me know.
