Having had a similar problem some time ago, the trick is to avoid it in the future.  The filters are typically a metal on metal thread.  Depending on the accuracy and tolerances of the machining of both the lens and the filter, the threads can be prone to binding at times.

Having got my circ polarizer off, I bought a spray pack of dry lubricant.  I squirted some (well away from the lens and filters) into a plastic container and then dipped the wooden tip of a matchstick into the liquid and carefully applied / dabbed it to the threads of the filters without getting it anywhere else.

After drying, I screwed the filters on and there was significantly reduced friction and I haven't had them bind ever since.
