Hmm, I`ve tried with firmware Ver.4.12 on my X-T3, and indeed it seems resolved... somewhat - as it still appears to be dependent on "SHUTTER AF" setting, too :/

Namely, with "SHUTTER AE" set to OFF in AF-C, and "SHUTTER AF" set to OFF as well, it all still works as expected, and as it was working before - neither exposure nor auto-focus are locked, where exposure changes rapidly, as per scene lighting change.

On the other hand, setting AF-C mode "SHUTTER AF" to ON and leaving "SHUTTER AE" set to OFF now has exposure left unlocked as expected again, which is correct - but exposure change is delayed and rather slow (smooth)...? This doesn`t seem right, as it requires one to wait for a few seconds before taking the picture until exposure changes as required to slowly accommodate the scene lighting change.

In comparison, setting AF-S mode "SHUTTER AF" to ON makes no difference in regards to exposure change - if "SHUTTER AE" is set to OFF, the change will still be quick just the same. I think that`s how AF-C mode "SHUTTER AE" set to OFF should work, too, being instant all the time, independent of (a totally unrelated) "SHUTTER AF" setting.
