Set exposure manually once without metering

A friend mentioned hearing about a way to manually set exposure so you don't rely on the meter at all.
You judge the light in a scene and set SS and A to protect highlights, keeping ISO fixed.
Are there any of you who use some method like this? This sounds interesting cos it'll let me be independent of the cameras electronics and just concentrate on the shot.
How viable is this for street photography where the light may change depending on your location, all amid fast action.
