A service advisor I know at a car dealership takes incredible Astro photographs, and in conversations with him, he told me that he uses a lens filter on a Nikon DSLR to completely eliminate city lights … I was most impressed with his results. There's unfortunately no way to eliminate it, they are lights in the end so that light will always be there.  He's very likely talking about a red intensifier filter which does lower the lights slightly, especially if the city uses sodium vapor lighting. However, with the switch to blue-hue LED lighting, the filter has much less of an effect.
