You don't want to overload the sensor with those very bright lights you get in cityscapes. When that happens, the brightness may bleed into neighboring pixels, making those highlights blurry.

So try for instance ISO 100 and also ISO 800 and see what works better.

Why ISO?  To avoid the blurry lights one should adjust exposure, using whatever works for them (shutter speed, aperture or even ISO.)
