Switch mode converters are very efficient and it could bring the voltage up to what is needed to charge the car batteries.

In reality the car's charging system expects to pull several amperes from the source and the camera battery on the inverter could only supply a few milliamperes, so it needs to charge a bank of supercapacitors first and then they could be used to charge the car battery. There are significant losses in the total system. 15wh = 54,000 watt seconds or Joules (at a useable discharge rate of course). If you can get around 25KJ into the car batteries, you can do the math to see how far the car will go. From a stand still, probably not too far.
