IMO, he should take the EF-S 10-18mm STM, EF-S 18-55mm STM, EF-S 55-250mm STM and the EF-S 24mm STM. All of these lenses deliver very good IQ, are compact, lightweight and affordable. The EF-S 18-55mm STM kit lenses are very good performers and underrated. The STM lenses are also very good lenses for video recording. What he needs for good landscape photos in poor light is a tripod. Using any of the above lenses on a tripod will give very good results. Especially the 10-18mm for landscape photos.

Another lens that I own, and love to use, is the EF-S 15-85mm that has a FF equivalent range of 24-136mm. It delivers excellent IQ, has fast USM AF and very good IS. I use this lens 90% of the time on my SL2. It isn't the best for video recording if this is important. It can be found on the used market. I bought mine used for $200.

Also, IMO, the Tamron 18-270mm (or any super zoom lens for that matter) doesn't deliver very good sharpness or IQ due to its super wide focal range. To many compromises have to be made to have such a wide focal range in one lens. Any of the EF-S lenses I listed will easily best it regarding IQ and sharpness. Especially the EF-S 55-250mm STM. If you buy this lens make sure it is the STM version.
