Neither of those are necessarily good things. JPEG are a poor choice for intermediate storage (which is the singke way to get strong accumulative compression losses) and 2x1 subsampling is far from optimal - in a camera that's acceptable because that usually is executed in hardware (more modern cameras will switch to video compression schemes because they are also executed in hardware and more efficient than JPEG).

What if all you have is the JPEG?

Most waterproof cameras are not Raw capable, and most cellphone owners shoot JPEG of HEIC/HEIF (iPhone).
