I am pretty sure that the top display is actually not an LCD display as most sources claim, but an e-ink display. Such a display does not require any power for static images, it only needs power when the displayed image needs to be updated.

Therefore showing the current mode does not draw any power at all, but showing something that updates (like battery indicator) would draw power.

I believe the reason the display does not display all the other settings when powered off is to not confuse the user into thinking the camera is actually turned on.
