A13 is from two years ago and was in iPhone 11 (2019) and iPhone SE (2020) They couldn't have used A14/A15 on the iPad (2021)?

The iPad (9th generation) is something like $170 to $190 cheaper than the iPad Mini (6th generation).  The base model iPad costs only 2/3 as much as the base model iPad Mini.

For this, you give up:

  • the A15 CPU
  • a fully-laminated display, with anti-reflective coating, and wide (DCI-P3) gamut
  • a "Liquid Retina" display
  • some resolution on the camera (8 MP vs. 12 MP)
  • USB-C
  • 5G capability on cell-data-modem-equipped models
  • the ability to use the 2nd-generation Apple Pencil

Basically, the iPad (9th generation) is a price point model.
