Downgrading from Big Sur to Catalina

I don't own a fusion drive.
But... obviously APFS DOES work on them now, because how else could such Macs run the newer OS's -- Catalina, Big Sur -- that REQUIRE APFS ?

There's no option (I know of) by which to install either of these OS's onto a drive that is HFS+.

I believe Mojave was the last version of the Mac OS that can be run on a drive formatted for HFS+ (I've done it).

Maybe it's that it isn't recommended vs. not possible. . .  I read it in the Lifewire article  linked above but I didn't have time this afternoon to verify it elsewhere (which is my usual SOP when I read something that is news to me).
