30fps to 25fps

It depends on which software you're using.
In editors such as Premier Pro and Davinci Resolve, if you drop a 30fps clip into a 25fps timeline the editor will drop some frames so that it plays at the same apparent speed in the 25fps output, although the result may be a wee bit juddery.
In these editors you can also change the properties of the clip so that the editor believes it was shot at 25fps. In that case the apparent length of the clip will increase, and the clip will play slower but with all of the original frames.
This can have effects on the audio, but since your clip is audio-free that won't be an issue.
