Here is the issue. The camera does not mount as a mass storage device. It mounts using a PTP interface. It does not mount as a mass storage interface (MTP). The camera does not mount as a mass storage device so the OS will not treat it as such.

In a PTP connection the cards file system is not exposed to the OS and the camera controls the transfer to applications like C1, ImageCapture, Photos, etc.

If Fuji used a mass storage device the file system of the cards would be exposed to the OS.
