That is my experience as well... I like the analogy, too!!!  it would need to be a very small Pelican Case to work. Certainly too small for my dSLR and 300 mm f/4.

As for tethering it to the boat... both of my cases have a suitcase like handle. It would be easy enough to tie a piece of parachute cord to the handle and to the boat.
