No glue needed.

Most Arca-Swiss compatible clamps (see https://www.amazon.com/s?k=arca+swiss+clamp) come with a threaded hole for a 3/8" screw (the standard size for mounting a head to tripod legs).

Your Manfrotto plate has a 1/4" screw which is standard for mounting a camera to a tripod.

You can buy a bushing (see https://www.amazon.com/Standard-Adapter-Converter-Camcorder-Ballhead/dp/B07567PHSZ) that reduces the 3/8" hole to 1/4".

Use the Loctite to make sure things stay together when you screw the pieces together.  Blue Loctite is easily reversed if needed.

Done correctly it should be essentualy as stable as a one piece adapter which, as you have discovered, does not exist.
