camera records a whole frame if you set equal fps to shutter speed, its sounds as nonsense but it is what it does. you chose 30p 1/60 and you got half the frame, you set 60p 1/60 and you got a whole frame.

You get a whole frame no matter what shutter speed you use, you may just not get it all at the same time.  You have to weigh the positives of using a slow shutter speed (rolling shutter isn't visible because motion blur masks it) and the negatives (motion blur kills all the detail in moving objects) and choose which one works best for you.

Feel free to use whatever shutter speed you want, but I think you'll find that trying to tell other people what shutter speed to use doesn't go over very well.
