Chkdsk, format, all things you should never do if the goal is to recover the data. Can't really tell what you're advise is geared towards, but if it's data recovery then it's dumb advise.

Also, rather than Stellar or RecoverIt I suggest R-Photo (R-TT.com) which is free for the purpose of photo recovery from memory cards. Not only is it free, it's excellent too.
