You have fairly high expectations and since the law of physics is uncompromising, you would need a drone with larger than 1" sensor. As said before your only option from current offerings would be the Inspire 2 with X7 camera system or a drone capable of carrying a full frame camera i.e. the latest offering from Sony, the Airpeak S1. Not sure if it is already available or comming soon.. Nothing else is going to give you what you want or need, I am affraid

Actually, ISO800 shots from the Mavic Pro are nicely cleaned up without loss of details by DxO Pure Raw. Above that however, the noise remains disruptive. So maybe it won't take long.

I guess it comes down to what's 'acceptable noise level', as the OP put it. Any drone with 1" and smaller sensor would struggle to deliver clean images at ISO1600 and higher. That is given. Even x5s with m43 sensor is struggling above ISO 400 in low light. There are software tricks to reduce the noice but it is not without loss of details. Maybe one day in the future it will all be different but those days are not going to be tomorrow, figuratively speaking.
