This may happen when the camera is set to use one of S-Log modes (through a picture profile), as discussed in https://community.adobe.com/t5/lightroom-classic/sony-a1-imports-are-dark-in-lrc/td-p/12220045

Here is what happens with the shot linked in the opening post. The camera was set to ISO 3200, as Sony software shows:

However the taking ISO was different, more than 3 stops lower, 384:

Camera applied an ISO setting override behind the scenes. That created the necessary headroom for application of an S-Log curve during raw conversion (raw data is not affected by S-Log gamma).

One may expect the midpoint in raw to be around 12.6%, but here, with PP7, it is more than 8 times lower.

Result: the raw file converted without any compensation of the ISO override the camera applied appears dark, "underexposed". In fact it is "under-ISO'ed".

Remedy to this "dark appearance": raw converters can take into account the difference between ISO value in exif and ISO in makernotes and boost the lightness accordingly. It's one line of code. Creating a reasonable set of contrast grading curves to support such approach to preserving highlights is more complicated.
