Welcome, just some dirt in the camera, since the edges are fairly sharp probably just in front of the film as was said before. Also could be an air bubble on the film, prewetting helps, setting the tank down fairly hard after agitiation also helps.

About the V700, what resolution do you use? The scanner maxes out around 2400-3200 ppi. Anything higher is just empty pixels. If I am only displaying 2 1/4 on line, I generally use1800 ppi, my V700 seems the sharpest there, I'll scan at 3200 if I am enlarging for printing.
