Canon 70-200 f4 worth fixing?

So I recently picked up a 70-200 f4 IS USED. Price was amazing and the lens looked really nice. Unfortunately I could only meet up with the guy at night and in testing I could not see some issues. The front glass has scratches and the lens is never tack sharp. In testing it works well but when I take it outside with my canon RP or even my R6 the eyes are just never super sharp.

so my question. Is it worth sending it in to canon to be serviced? I have no idea how much that normally costs. Or should I just sell it and buy a new model?

im mainly a landscape shooter but I have been getting really interested in Astro. So a 2.8 would be best for that.

Thanks for any advice.
