It would depend what subjects you would film and how 'cinematic' you would wont it look. Because if you are not too fussy you can always crank up the shutter speed and depart from the 180deg rule. Your video will still be usable even if you will shoot at say 1/500s at 30fps. It will just not be as smooth looking as shot at 1/60s. There is always a solution if you have a fixed aperture lens. Obviously using ND filters is the preferred option. Cranking up the shutter speed is other but there is price to be paid for that...
