Problem taking photos at night that include "reflective" surfaces w/ Canon Eos 90D

I have to take photos at night with a Canon 90D, many of which include vehicle license plates and street signs, all of which have a highly reflective coating. Even in manual mode, the camera must be doing some sort of "exposure metering", because those photos will come out super dark, except for the license plates or signs themselves. I can change the framing of the photo so it excludes the reflective surface, and the photos will be fine. Problem is, I need those street signs and license plates in my photos. Can someone tell what setting I'm missing to stop this "metering"? By the way, I'm using the built-in flash, which works fine for my needs. Thanks!
