If the rings didn't turn on the 15-45 would it still work as a 15mm prime?

Considering rebuying this lens, but would like to disable the rings with superglue or any other means. Would it still work? A seller told me no but maybe he just thought it was wasteful. Thanks

Please don't ask why, or why not ignore the rings. I get tempted to use them and it infuriates me. 😁 I know I could tape them up or something, so I just want to know if they need to move for any reason. I don't recall them needing to move when I had it on an XT3 and I would again be using it on cameras it doesn't work properly on like the X Pro 2. On the XT3 it always defaulted to 15mm.
