Either you need to adjust ISO before taking the picture, making it an exposure setting, or you don't.  Either you can just shoot at base ISO and adjust afterwards, or you don't.

Are you shooting RAW?  Is your camera ISO invariant?

If not, then you need to adjust ISO, and that makes it an exposure setting.
