EF-M 28mm Macro - Odd Focal Length?

Because of the built-in lights?

Another thought. This lens, and the equivalent EF-S 35mm macro lens, both have built in lights around the front of the lens. These LED lights will only work over very short ranges - which is where you need to be for macro shots with a lens this short.

So, maybe they chose the focal length to have one where they could add a useful integrated light source.
