Major overlap doesn't have anything to do with chromatism, if anything it makes it worse.
Explanation of major overlap is that the ancestral placental mammals were nocturnal and had only 2 types of cones. After primates switched to diurnal lifestyle, the genes for longer wavelength cone underwent duplication and resulting 2 copies started to diverge apart, but this was recent in evolutionary terms.
Birds do not have such overlap because they didn't lost a type of cone and didn't have to reevolve it later.
