In terms of optical quality the order is:

1. RF 24-70

2. EF 24-70

3. ART 24-70

But the real life differences are small and I honestly don't think you will notice them in normal viewing distances from your final photo's. So the 2nd question is about difference in handling, minimal focus distance, AF speed etc. and I would argue that everything taken into consideration, it doesn't change the order above.

I use the EF 24-70 mkII on the R5. I can't think of a scenario the AF wouldn't be fast enough.

3rd question is price and whether the minor performance differences are worth the price differences.

I think the first two options are best value for money. I would take the RF lens for best bokeh quality and for best stabilization. The OP has the f/2.0 on the wish list, so when choosing an RF lens it might be worth it to stretch a little bit further to that one. The OP also stated he's not interested in stabilization. In that case I would definitely go with the EF mkII. In my market the price difference to the RF f/2.8 is 1500 euro. Get yourself a sigma 40mm f/1.4  Art and keep spare change if you want crazy high levels of sharpness and fast shutter speeds.

I love 50mm (equivalence)
