It's a tradeoff.  Rugged cameras don't have a "snout" so to zoom, they need to shuffle internal optics.  A larger sensor would be very difficult to engineer with folded optics.  Figure the following for a Tough with a one inch sensor:

  • No zoom or much less zoom
  • Significantly heavier
  • Significantly larger
  • Slower burst mode and general option
  • 4k video would be a challenge
  • Inferior depth of field
  • Inferior optics quality
  • Would go through batteries faster
  • More difficulty focusing
  • Inferior macro mode (the TG-6 shuffles its lenses internally for macro mode providing a unique combination of focus and magnification)
  • The accessories would break

Plus, a large sensor doesn't always mean better picture quality.  I've done kayak trips in which I've shot with the TG-6, while my brother shot with a one inch Panasonic, and my dad with an Sony RX10M4 and often my TG-6 produced the best images.
