Silly Bug in R5: Card Slot Issue

Why is this the only choice when the camera is switched off? Does it need to record anything before being turned on? Why can't it defer the recording media choice till its turned on rather than making it as soon as card door is closed?

Maybe the card check is an expensive or slow operation, so the camera is not doing that during off/on cycles?  I know in the old days, Canon DSLRs takes a while to power up, so it could be just a leftover legacy design?
