Will security requirements help with ransomware protection?

I saw this question posed elsewhere and it really made me stop and think for a bit. All of the required CPU features that can be used to virtualize the user space from the kernel and underlying OS components wouldn’t really do anything to help with ransomware, would they? I’m also not really envisioning any way TPM or secure boot would help out but perhaps I’m missing something on any or all of these fronts.

Overall, the issues seems to be that execution of the ransomware code that encrypts a user’s files, and the actual file system access to do that, all takes place within user space, doesn’t it? You can wall-off the user space from the underlying OS all you want but, you can’t really isolate code the user is running from accessing and writing to the user’s file systems, can you?
