If you're just copying files in one direction, from one external drive to another, the source drive can be formatted in NTFS or exFAT. (Windows doesn't understand how to do anything with Mac filesystems, unless you buy extra software like "MacDrive.".  Macs do understand FAT32, but you probably wouldn't use FAT32 for a multi-TB source volume.)

Macs can natively read and write exFAT. Unless you use third-party driver software, they can only read NTFS, but that's enough for a one-way copy.

The target drive (Samsung T7) should be formatted using APFS, unless you need to use it with older versions of MacOS that don't support APFS (then use HFS+).
