That depends on what your intended use/output format is. For looking at the photos on your phone or for small prints smartphone cameras are good enough. IMO for less than $500 you're not going to get a dedicated camera that offers significantly more than a phone.

For ~$350, a used D7000 and kit lens will blow most basic smartphone images out of the water... You can go even cheaper for older tech too!

100% agree that on the used market you can get incredibly capable cameras+lenses on a budget. But this is probably not something someone coming from smartphone will enjoy using. Actually a DSLR per se IMO is not the right choice today for beginners.
