The retailer may indeed not be required to charge you sales tax for an out-of-state purchase shipped to you, but in nearly all U.S. states, you are still required to pay the tax yourself (on your annual state tax return). Most states call this a "use tax".

Obviously, very very few people actually pay use taxes, because there is no system for states to know when you have a product shipped to you from another state. But it's still technically sales tax evasion. Up to you to decide what you think of that.
