Fuji just release the latest firmware (ver.1.21) for X-T4. I've already updated my X-T4 to 1.21. AND, I found that they didn't fix this bug...

In my experience the Fuji engineers do not view this kind of behavior as being a "bug" since that does not cause the camera software to fail to run. The priority for rewriting that section of code must be low. And maybe the fix is not easy depending on how the shutter half press event is handled by the software. There is at least one other issue in the software that is related to how the half press event is handled. That other clue is that the camera will react to a shutter half press even when set to back-button focusing and with both AE and AF disabled from the shutter button. One can easily see the issue in AF-M mode by comparing the operation of focus ring doing MF and doing AF with the backbutton ad half pressing the shutter after gaining the focus.

The issue may be fixed in a next generation camera. I am not saying Fuji won't fix it on the X-T4. I am just saying it might not be a quick fix. The backbutton operation is not something that was thought of and implemented in the original design of the X camera software. That feature eas introduced as an add-on feature a few years ago and it is quite possible that there are limitations in the current implementation. Better have something working right now even if it is not perfect and finish it later if people actually use the feature.
