Complicating the “what is art” question is that at the high end a lot of what gets bought and sold is done as a cover for money laundering and various other illegal transactions.

There have been periods when the academic world and the national arts academies held the reins and steered people toward certain artists but right now that doesn’t seem to be the case.

At present the gallery owners and the exhibition/museum industry control the mystique, prestige, and scarcity of an artist, the higher their commissions.

The way in which artists (of all types) are financed has certainly changed a lot over the centuries. In Michaelangelo's day there was no art market in the form

of Christies and Sotherbys and private galleries selling art to the public.

.... I don't know exactly where I am going with this argument, but I think it is probably pertinent to this discussion and needs a bit more thought!
