Yes, Dual IS on those cameras that support it is all-or-nothing & totally automatic. As others have mentioned, as long as you have a Dual IS compatible lens, the camera IS is turned on, and the OIS switch on the lens (if present) is set to ON, you'll get the Dual IS icon on the screen.

If there's no OIS switch on the lens (and IIRC the H-FS12060 does not have one), then it's totally controlled by the camera setting.
