Decoding Vintage QC Passed Stickers

(Apologies if this isn’t the right forum.) Does anyone know if it’s possible to deduce any information from a sticker such as the below? This is a Quantaray lens from Japan, said to be 1990’s vintage. Is there anything distinctive about stickers from specific makers, for example? This one might be made by Cosina, from what I’ve read elsewhere on the net. I’m just curious if the sticker would be supportive or contrary to that theory.

What do the letters JCII and JMDC mean? I assume the “56” identifies the inspection technician, does that sound right?
