Shutter speed will not go slower than 1/8 of a second

I've got a refurbished Olympus OM-D E-M1 Mark ii. I've been trying to do some nighttime photography in manual mode, but the shutter speed will not go any lower than 1/8 of a second. It was doing this when I first got it but I managed to Google the answer and change it so it would not stop there. But now it's doing it again, and I cannot for the life of me figure it out a second time. Is there some setting that needs to be changed, or is it a physical limitation of the lense itself? It's a M. Zuiko 14-42mm lense if that helps any.
