Help diagnosing film scratches

Hello everyone, this is my first post. I am re-entering the world of black and white film photography. Last time I developed any film was about 20 years ago in high school. I'm finding several negatives with these strange diagonal scratches. They are primarily in the top half of the frame. This one is probably the worst one. I've processed the image in RawTherapee to accentuate the scratches. The strange thing is that they are diagonal and evenly spaced.

My current theory is that it must have happened either during manufacturing or, more likely, during the developing process. If it were a bit of dust in the camera or film felt I would expect the scratches to be linear, not this unusual ratcheting pattern.

Any suggestions on possible causes? I'm planning on shooting a few more rolls this weekend to develop to see if I get similar scratches.
