Have a look at the lens to see if there are any loose elements. Maybe one fell out of place. Also clean the contacts on the lens. Maybe it has a bad connection and is refusing to focus.

I checked and cleaned the contacts; the overall lens looks perfect, but it ruttles when you sheik it (probably due to IS mechanism).  I sent the lens to Canon — the cost is CAD$129+tax+shipping — better than purchasing a new one for more than twice the price.
